An admirable beginning. Allowing communities to retain more of the taxes they generate aligns incentives rather better than perpetual petitions to Whitehall. The next step, I venture, is modest discretion. Let Parliament establish a national rate and permit regions to vary it within prudent limits.

Under the Supplementary Vote system if no candidate wins 50%+1 majority outright then the top two candidates go to a runoff, all others are eliminated but their voters’ second preferences between the top two are counted. It’s an instant runoff system not the Australian Alternative Vote.
