“Pre-crime” means you have not committed any crimes but might. In my college law classes, it was always stressed that law enforcement is primarily a reactionary system in a free society. To be proactive in law enforcement means civil rights do not exist. That is what this is.

These assholes are purporting to terminate her DACA status because they are claiming that her illegal deportation by the US government counts as her traveling outside the US and thus violated the conditions of her DACA status.
