You can't provide sustainable transport infrastructure before people move in. It will sit around unused. Instead wait for everyone to move in and become car dependent. Then do the minimum possible, extremely slowly. That's the English way.

I know ot won't be, but I do as asked. It's not. So I use the contact form. Immediate automated reply by email says "try this link, we'll assume you found the >>
