Prop 36 reclassified low-level drug and theft offenses as felonies — and the numbers reflect it. ~900 people sent to state prison. Jails up nearly 3,000. Fewer than 1 in 5 arrested on drug charges ordered to treatment. Fewer than 1 in 100 completed a program.
