This is an *epic* screw up. (It sounds all tech-y, but accidentally using a "deterministic pseudo-random generator" instead of a hardware random number is like the captain of your plane telling you they accidentally filled the fuel tanks with Sprite.)

Every code library, framework, API, etc., should have clear warnings about any weird design choices. "Yes, you'll find this odd but it will make sense at some point." Or more importantly, "Everyone but Steve thinks this is bonkers but it's Steve's project and we gave up trying to convince him."
