What sticks out is that out of the 5 top receivers of fiscal benefits, 3 are in the meat sector. This sector received HUGE benefits with no strings attached during Brazil's industrial policy push in the 2010s. @dasilvapp.bsky.social and I wrote about it here: shorturl.at/QgA6n
