Symptoms are severe and obvious. This means that any further cases can be quickly identified, isolated and treated before transmission occurs.

It has become abundantly clear that Republicans in tough races aren’t especially eager to campaign with President Donald Trump ahead of the midterm election.

Few of them showed up to Trump’s midterm convention last month. His travel schedule since then has rather curiously featured lower-tier states like Alabama, Oklahoma and New York and only a handful of real battleground races. And even in Texas, Gov. Greg Abbott is skipping Trump’s upcoming rally (citing scheduling conflicts, of course).

Trump increasingly appears rather sensitive about this dynamic — which makes sense, given he’s latched onto the theory that he alone can push his party to victory in less than four weeks, despite his low approval numbers.

He went on a tear about his rallies on Tuesday, bringing it up at least five separate times.

“By the way, I’m going around doing rallies. The Republican Party is starting to go right through the roof,” he said at a non-campaign event in Baltimore. “Somebody said today, ‘I wonder why?’ Well, I started — I had to get out. I had to do it.”

(There is no evidence Trump’s rallies are actually helping, which we’ll get to.)

He posted on social media that his “Rally crowds and enthusiasm are unbelievable!” He added: “We are flipping races all over the place. … It’s all happening!”

President Donald Trump's approval rating has hit the worst mark of his second term, and the slide is coming from Republicans. Voters are 16 points more likely to disapprove than approve of his job performance (41% to 57%), down 3 points over four weeks and a record low. Republicans account for the move, as his overall approval rating and the strength of his backing have reached term lows.

Democrats hold a 7-point generic ballot lead among likely voters as the issue map — both regarding Trump’s job performance and congressional trust — continues to tilt their way. Trump's approval ratings on health care, taxes and energy have all reached term lows as ballots are already being cast, and Democrats in Congress have more trust than Republicans to handle 11 of the 13 issues we track.

At the state level, Trump is above water in 12 states, down from 31 at the start of his term. Texas, Florida, Ohio, North Carolina, Iowa and Alaska have all flipped from positive to negative as the GOP’s electorate has weakened in its support for the president.

The Japanese government quickly started an almost predictable crisis-response routine: Foreign Minister Toshimitsu Motegi summoned the US ambassador; Defense Minister Shinjiro Koizumi lodged a protest with the commander of US Forces Japan; and Prime Minister Sanae Takaichi expressed regret on social media and demanded that the US military tighten discipline on October 4. A day later, before her policy speech in the House of Representatives, she said it again: the crime was "extremely regrettable." Japan had lodged a strong protest, she added, and demanded full cooperation, stricter discipline, and measures to prevent a recurrence.

The question is: What actually changes when Japan repeats the same words again and again? Take a look at the numbers.

According to police figures cited in reports, Okinawa police cleared 6,235 criminal cases involving US service members, base employees, and their relatives from 1972 to 2023. Of these, 586 were serious offenses, including murder, robbery, and sexual assault.

In 2024, a US serviceman was sentenced to five years for kidnapping and raping a Japanese schoolgirl. The Japanese side stressed the need to take measures to prevent a recurrence. Yet similar cases followed.

A total of 101 criminal charges were filed against US military personnel and others connected to the US military in Okinawa Prefecture in 2025, according to prefectural police. It was the first time in 22 years - since 2003 - that the tentative figure had surpassed 100.

The promise is always the same: tighten discipline, prevent a recurrence. Yet the crimes are not. What, then, do the promises mean?

Perhaps the most disturbing thing is not whether any one protest was strong enough. It is how familiar the sequence has become. The same pattern repeats again and again.

For Tokyo, the US-Japan alliance is a so-called national security imperative. For Washington, it is a regional strategy. For ordinary people in Okinawa, it is first of all the place where they live. For years, they have experienced the alliance as noise, accidents, crime, military bases, and the constant worry of not knowing what will happen next.

On October 4, Okinawa's newly elected governor, Genta Koja, told reporters that the fact that this kind of event has happened again leaves us no choice but to conclude that the US military's efforts in maintaining discipline, educating personnel, and other such measures are completely ineffective.

On October 5, Japanese media quoted former upper house member Keiko Itokazu as saying that Okinawans, especially women, should not have to keep bearing this grief and pain. She said that each time, the Japanese government and the US military have claimed to impose stricter discipline and provide proper education for service members. "Is this the result of the so-called education?" she asked, warning that if the bases expand and the number of US troops grows, the harm is likely to grow.
