This law would go a long way: Strict liability for any entity who loses privacy over a claimant's SSN, with liquidated damages of $75,000 per breach or actual economic plus punitive damages, whichever is greater. With class action certification for all persons compromised in any single breach.

I have known about Ken Paxton stealing that Mont Blanc pen for a decade or more. I pass through those same metal detectors once or twice a year. And I own a Mont Blanc pen (which is nothing special, it was a gift from a grateful client). I would lose my shit if Ken Paxton stole my Paper Mate.
