What TTRPGs have really good character creation, where it impacts who the character is, but doesn't define what they can do? Char gen that doesn't affect their abilities, attributes, etc?

It's genuinely fantastic that not only was Psi*Run 2e funded but it hit that first stretch goal. But imo it says a lot about the TTRPG industry writ large that Psi*Run, a game by a real luminary, barely broke $24k, and Neon Odyssey made over $16 million.
