There is the timeframe well recorded after the fall of Carthage when piracy became a huge issue due to the removal of the state navy in the region Rome had a huge crisis, remember even Caesar was captured by pirates. Very common in that period and wrecked trade they fixed it with a new state navy

I think what equilibrium you are in is more complex than that. My understanding was the Indian Ocean was basically free trade until Portuguese armed ships showed up in the 1500s and just imposed control.
