One billion people smoke deadly cigarettes or use toxic oral smokeless tobacco. Product substitution IS happening (from deadly to safer), but slowly. Only ~200 million now use #SaferNicotine alternatives. One of the reasons this shift is too slow is that the WHO opposes #HarmReduction.
