Notably, it looks like the feds approved the 8-lane version. The CRC was gonna have 10, and IBR dropped that to 8 in its LPA but the 10-lane option remained low-key on the table through basically all of NEPA. It's only now that the ROD finally locks in 8 lanes.

The "choice" doesn't occur at the time of counting!
