I read an early copy of this playbook and I find it really disturbing how the entire premise is “flock IS coming to your community, here is how to make it EASIER for your cops”

I’m old enough to remember that the federal government put out some attention grabbing headlines about Russia hacking some water pumps and it turned out to be a misconfigured computer. (Anyways, extraordinary claims, extraordinary evidence etc etc etc.)

I disagree with page 12 that the data broker loophole will require warrants. I think the case law and opinions are ambiguous enough even after Chatrie. I even suspect Chatrie might have the side effect of super charging the purchase of data until more explicit cases catch up.
In Chatrie v. United States, the Supreme Court confirmed the Fourth Amendment is relevant to the digital age. I think it offers a reimagining that impacts all sorts of digital surveillance beyond geofence warrants. Here is an essay on what it means for the future. papers.ssrn.com/sol3/papers....

Abolitionist organizers have been warning about this since the beginning: the issues with ALPR is not “privacy.” PDs are reacting to public anger about Flocks many abuses. Vendors (axon etc) are literally waiting with contract in hand to be the replacement w/ the same potentials for abuse.
I've been writing about Flock and ALPRs for a few years now, and the news that the LAPD let their Flock contract expire over “privacy issues” makes people think that the department will not use Flock in the future. They’re renegotiating their contract with the company.
Cops will swear up and down they only want drones for finding missing kids or whatever. When they talk among themselves and with tech vendors, they want to implement “Drone-first responders” with an eye towards a drone always being deployed first before a human.
