A few things: First and foremost, you cannot claim to support DC Home Rule and simultaneously publicly advocate for a bill that cripples the District’s ability to compete for economic development. Second, Comer’s ANS wouldn’t even cover the delivery fee because it’s 20 cents.
In a statement, DoorDash tells me that the council passed the "arbitrary" new fee without holding any hearings. "We have always supported home rule for D.C.," says the company. "But will continue to defend D.C.'s small businesses, local economy, and underserved residents."
I just want to underscore the ridiculousness of this even further. Let’s say a company wants to relocate its HQ from [pick a state] to DC, and as part of the move DC has offered a tax incentive. The congressional delegation of that state would get to vote on that deal.

Ahead of tomorrow’s markup, an amendment in the nature of a substitute has been posted for H.R. 9720 - under the ANS, the bill wouldn’t apply to a D.C. law imposing or increasing a fee if: (1) the fee is under $500 and (2) the law does not impose or increase any other tax or fee.
