Higher participation in education – including combined with work – is how low-NEET countries achieve lower NEET rates than the UK. These differences in education participation between the UK and low-NEET countries are, in general, down to lower participation in vocational education in the UK.

The chart shows the proportion of 18-24-year-olds who are participating in education or work measured relative to the UK for OECD countries, in 2024. Across ages 18-21, 36 per cent of Brits are in ‘general’ education, slightly higher than the 32 per cent in the Netherlands, Denmark, and Germany. But only 22 per cent in the UK in that age range are in vocational education, compared to 35 per cent in those comparator countries.
