길고양이 개체수 증가의 근본 원인인 ‘펫샵 매매’를 강력히 규제해야 한다. 정부가 아무리 TNR을 시행하더라도, 상업적인 펫샵과 번식장이 존재하는 한 유기동물은 끊임없이 발생한다. 생명을 물건처럼 사고파는 기형적인 구조 속에서, 병들고 상품성이 떨어지거나 덩치가 커진 고양이들은 결국 거리로 내몰려 길고양이 무리에 합류한다. 더 이상의 무책임한 번식과 유기를 막기 위해서는 상업적 목적의 반려동물 매매를 원칙적으로 금지, 단속하고, 엄격한 심사를 거친 ‘입양’만을 허용하는 선진국형 동물복지 제도를 신속히 도입해야 한다.
