A decent, honorable person would have resigned. He’s still collecting a federal paycheck & he’s either incapacitated or dead. If he’s dead, that’s fraud. If he’s incapacitated at 84 he should have resigned, to continue cashing a check, especially as rich as he is, is dishonorable.
