This is mostly a good idea i think. I don't know where the number 11 comes from, but we do need icebreakers. And 7 of them will be built here in the US. I'd rather they all were, but that's not reality. Hopefully this is the way forward for revitalized shipbuilding in the US. We shall see.

This is actually the normal and legal functioning of a blockade. Blockading ships can order ships running the blockade to stop for inspection - a ship that refuses to stop can be fired upon to make it stop. Ships with contraband or running the blockade can be seized.
