My husband is currently on the phone with his 80-something year-old trying to walk them through how to use a QR code. Anyhoo, can't help but wonder what the equivalent will be for our kids in a couple of decades.
As someone who spends a *lot* of time thinking about outcomes based contracting: this was entirely avoidable. The state could have established a maximum payout (that it could afford) upfront. Part of the point of OBC is to build trust between parties by holding up your end of the bargain.
Texas created an outcomes-based funding model for community colleges. Students and colleges outperformed expectations, so now the state wants to change the rules so they don't have to pay what they promised. www.texastribune.org/2026/07/22/t...
