Had a similar experience in a Target in San Francisco. It was the first time I had seen laundry detergent under lock down. Whatever management consultant told retailers they had to do this in big cities sucks.

Everything locked up, police strolling around the aisles, very few staff. It’s hard to fathom such an aggressively anti-customer retail outlet. Amazing.
