Today's gas utility regulatory reform highlight: Xcel Colorado has committed to building "bottom-up" forecasts based on technology adoption & appliance saturation (rather than blunt customer counts/assumptions about peak day use) to feed into its future gas infrastructure plans. #EnergySky
