I don't know if Tyranny is Obsidian Entertainment's best game, but for my money it is their most interesting and effective design. Here's my piece on the 10th anniversary of Tyranny, which people weren't in the mood for in November 2016 and may be even less so today

A very funny detail is that the cult leader never uses a computer and only gives commands verbally, presumably out of a paranoid desire to not leave a paper trail of criminal conduct and that paradoxically resulted in every one of his commands being typed up and sent to 10 people via email
