Thune has a few votes margin so he's playing the classic Senate game of letting a few supporters off the hook on a controversial vote. With Mitch McConnell out in "rehab", he can let Susan Collins and Fetterman and one more in a tight race off the hook and still have a 50-49 win. This is theater.
