Policy and Findings (a) National Security Urgency. Intelligence assessments confirm that adversary advances in artificial intelligence, autonomous systems, emerging energy technologies, and advanced manufacturing capabilities threaten United States technological and military superiority. (b) Need for Rapid Capability Build-Out. Unless operational development space is activated within 24 months, the Nation will lack capacity to field countervailing systems on required deterrence timelines. (c) Site Suitability. The 512-acre former Naval Air Station Alameda ("Alameda Point Parcel") is the only available federal property that offers the unique combination of contiguous paved surfaces, deep-water frontage, secure-perimeter potential, existing infrastructure, and immediate availability in proximity to the world's densest concentration of AI, technical, and entrepreneurial talent. Sec. 2. Declaration of National Security Emergency A national emergency exists with respect to domestic capacity for next-generation compute paradigms, autonomous humanoid and swarm robotics, next-generation energy paradigms, quantum computing, AI-driven advanced manufacturing, strategic advanced materials, and other critical technologies essential to maintaining technological superiority. All executive departments and agencies shall act consistent with this order to remove delay.
