Lots of grandstanding from BASC on this ruling, which is odd, because the ruling isn't really that significant. No licence required to keep gamebirds "imprisoned" in pens prior to release on protected sites, BUT A LICENCE IS STILL REQUIRED TO ACTUALLY RELEASE THEM ON PROTECTED SITES!
