One may think “Huh maybe we should raise the tickets above $3-5$ so we can keep the pools open” But user fees are inequitable. So in the spirit of ensuring equal access the pool will be inaccessible.

i think what's great about the dialogue in casablanca is that the characters hide who they are. Laslo can't reveal himself. But they reveal who they think the other characters are. Laslo says he thinks Strasser is an evil thug without doing so.
