The National government’s decision to cut $20 million towards Māori Trades Training in the budget will mean a further drop in apprentice numbers that we desperately need.

In 2024, apprentice numbers declined by a further 11.8%. That’s more than 8,500 apprentices that will not be working here, on top of those that have already left for Australia. This cut only makes this shortage worse, despite national unemployment being at 5.1%.

Minister Penny Simmonds has cancelled a plan that was addressing the financial viability of the vocational sector and has replaced it with legislation that provides no details and does not give the sector any certainty. She has failed to deliver on her promises.

Minister Simmonds needs to front up and explain why she hasn’t ensured the continuation of this programme that would help more Māori train and contribute to alleviating critical workforce shortages.

We know that Aotearoa New Zealand faces workforce shortages across the trades sector, as many of our young tradespeople are choosing to leave for Australia. A vital part of ensuring that we have the workforce we need to build the future New Zealand is that there are accessible opportunities for training and re-training, including those that are tailored for Māori.

That is why Labour was proud to fund the Māori Trades and Training Programme alongside the Apprenticeship Boost Scheme. The programme helped to ensure that Māori organisations could offer employment-based training alongside support services that would help people to see a programme through to completion and make them more employable.

'Billions' could be saved through pay equity overhaul
The prime minister said new pay equity legislation announced earlier this month could save the government "billions of dollars".

The Pay Equity Amendment Bill passed through all stages in Parliament, after being rushed through under urgency.

The controversial legislation raises the threshold for proving work has been historically undervalued when making a pay equity claim and halted all 33 current claims.

Christopher Luxon said that money had been set aside in the Budget to deal with claims under the new legislation. He said the costs could be lower by "billions of dollars".

$1b cut to operating allowance
The government has freed up "billions" of dollars through additional public service cuts to be redeployed into "New Zealand's most pressing priorities".

The government is halving its operating allowance - the new money it has available to spend at the May Budget - from $2.4b to $1.3b.

That will result in only a small number of government departments receiving additional funding this year with Willis characterising next month's Budget as "no lolly scramble".

Bernard Hickey: The Govt’s retrospective law wrecks 33 pay equity deals. $17 billion in wages & back-pay will not now go to over 150,000 workers. That means the $14 billion of tax cuts going mostly to landlords & highest earners are being paid for by wage cuts for the poorest NZers, mostly women.
