I think it's important to note Schmitt has staff he relies on from both his personal office as well as the well-staffed Committee's majority office. This *big-Hawks-game-plan* had to have gone through a dozen people first and no one caught it as being, well, the dumbest god damn thing of all time.
It’s not ‘voluntary’ that manufacturers include seatbelts in cars. It’s not ‘voluntary’ that new medicines gain FDA approval before hitting the market. Congress has the ability and responsibility to regulate AI.
