I'm most grateful for the recognition of the key argument of this work: customers belong at the center of how we talk about reliability, and our regulatory system must evolve to make that happen. Reliability isn't an abstraction utilities deliver to people.

We all watched the agonizing decline of an endangered right whale calf that surfaced with serious injuries 2 months ago. Now, the animal is dead, and scientists blame speeding boats. In 2022, NOAA proposed an expansion of boat-slowing rules meant to protect whales. What happened? My latest:
