Under our constitution, Congress controls the purse. The President has no authority to rewrite duly enacted appropriations. Yet Chief Justice Roberts’ recent ruling effectively has turned the Court into a Trump’s accomplice. To protect the Constitution Congress must now to impeach Roberts.
