Lowering the tobacco excise to combat illegal tobacco is nonsensical. It's clear Big Tobacco is behind the illegal trade, in order to undermine effectiveness of tobacco taxation. They are the only winners of this. We should move away from the tax model to one of banning tobacco altogether.
