What is the positive case for the tariffs? I understand the possible negatives, but what is the actual positive case for raising the cost of living for everyone in the US? What is the argument for how people will benefit from it?

Real question: won’t this now be the new normal for all US presidents, since they can’t be prosecuted for breaking laws while at work? Or am I misunderstanding how it works? Has there been any good writing about what Congress can do to influence the Executive branch other than impeachment now?
