In this same vein, I'm *very* curious as to the response we'll see from the EU, who it's been reported was being heavily lobbied by the Pentagon to stop its plans to diversify defence spending away from the US, presumably with threats of bigger and bigger tariffs which are now blanks.

I don't think this ruling is going to lead to a flurry of countries tearing up their napkin deals with the US administration. While IEEPA limits the ability of Trump to flamethrower tariffs on everything from everywhere, he still has tariff tools to absolutely ruin someone's day one at a time.
