I FIGURED OUT WHAT WAS WRONG WITH WINDOWS 11 CPU USAGE!! Wholly Hell, it was just ONE FREAKING SETTING, but it was one you would think more care would be taken in getting correct by the BIOS when it can have such a PROFOUND effect on system performance, and it has a very simple name: CPPC
