Poland prepares for possible new wave of Ukrainian refugees this winter

Warsaw is prepared for a possible new wave of refugees from Ukraine, should Russian strikes against critical infrastructure this winter force more Ukrainians to flee. According to the head of Poland’s National Security Bureau, Bartosz Grodecki , the country has contingency plans in place and has already gained experience managing such an influx during previous crises. Speaking on Saturday, September 19, on RMF FM, Grodecki pointed to the mass arrival of Ukrainians in 2022 as an example, noting that procedures for admitting refugees have already been tested in practice. He said that while the current risk of a new wave of refugees remains hypothetical, Poland stands ready to respond if necessary. Grodecki also warned that the coming winter could be challenging due to the risk of new Russian attacks on Ukraine’s critical infrastructure. He emphasized that maintaining an independent Ukraine remains a strategic interest for Poland. Grodecki discussed cross-border evacuation planning, noting that Polish, Lithuanian and Latvian officials met earlier in September to discuss possible evacuation measures. He stressed that any evacuation plans must take into account the situations in neighboring countries. A survey by the Rating group conducted from August 21 to 25 among Ukrainian refugees in Poland found that 31% of respondents reported experiencing discrimination due to their nationality or ethnicity within the last 12 months. The same study showed that 51% of refugees surveyed plan to return to Ukraine—8% intend to do so in the near future, while 43% plan to return after the war ends. The number of Ukrainians receiving protection in the European Union has also increased.
