When there are mail issues in prison, who's to blame? At United States Penitentiary, Tucson, where Frederick is incarcerated, residents have been having trouble receiving mail for years. Without access to email, postal mail is the only reliable means of communication with the outside world.

What I Found When I Investigated Mail Problems at My Prison
