Daphy Michel, a 31-year-old Haitian asylum seeker, was found dead of hypothermia at a Pittsburgh bus stop on March 2, three days after being released from ICE custody 30 miles from her home. This week, the Allegheny County Medical Examiner’s office ruled her death a homicide.

She froze after being released by ICE. The medical examiner ruled it a homicide.
