I figured out what's going here and it is VERY ridiculous. Earlier in development this boss arena was multiple stories tall, and Priscilla teleported from floor to floor. Some AI logic and map regions for this were left intact. This SPECIFIC spot has a region that tells AI to not use the blizzard
