There is some verbal testimony that indicates Moroccan authorities and/or their allies deliberately instigated the migrant rush on Ceuta. If verified, this would fit into a larger framework of policies aimed at the removal of the Sanchez gov't, which has been a barrier to some US freedom of action.

Having watched Nolan's Odyssey I will say that it is a spectacular film if you maintain no expectation of adaptation. Its enjoyable as a summer blockbuster, and any intellectual satisfaction is found around the film, not inside it. Robert Pattinson and Anne Hathaway steal the show imo.
