It is not socialism. Roads are not socialism, paying for people’s healthcare out of taxes is not socialism. Fire departments aren’t socialism. The military isn’t socialism. Socialism is when the public or the government owns the means of production and distribution.
Let us say, and why not, that I wanted to defraud the ACA public market. Would I do it by creating a dummy enrollee account, paying for coverage, and never making a claim of any kind? Who gains? In what fairy tale does this scheme make me any profit? It's good old ODS, nothing more.

Almost every case was caught by accident. Most departments do not require audits. What isn't caught is unknown.
There have been more instances of police officers using Flock cameras to stalk women than there are trans women playing sport in the USA. In case you were wondering about the "protect our girls" crowd.
