One way to prevent drivers from blasting through intersections, or at least reduce the amount who do: neighborhood traffic circles. Again, none of this can be deployed overnight and, until they are, enforcement will be necessary, but there are design solutions already in use in a lot of the US.
These crosstown bike lanes are great; also, New West really showing in the last few years that when it comes to cycling and pedestrian infrastructure, you can just get things done! The recent network buildout has been very impressive.
The new 7th Ave bike lanes in New West are open in both directions and they're fantastic! This was my route to high school back in the day. But after a few too many close calls with drivers, I started riding on the sidewalk. And after getting yelled at a lot, I stopped riding all together.
