Keep in mind, they are nowhere near as heavy-hauling as metros, tramways, or even BRT. (10s of thousands of passengers per day for aerial trams, vs. 10s of thousands per hour for rail.) But there are lots of places where they can complement existing urban transit networks...

There is no "one simple trick." In urban transit, or anything else in life, for that matter. (Only influencers would have you believe there is...)
My opinion about cable cars as urban transit is the same as for ferries (and "BRTs") They work better than other modes in specific geographic conditions and demand pattern. But they aren't that "one simple trick" that can replace other modes cheaply/more easily, as they are too often marketed.
