If Burnham had any substance then he'd be talking to Plaid about trying to speed this along. Wales could serve as a litmus test for a care service in England and any 'problems' ironed out.

Good tone taken by Plaid. I still think the best form of devolving powers in England is to embrace federal governments (about nine in total) with the same powers initially that were given to Wales, and then transfer powers over time. HoL could be replaced by elected 2nd chamber in Midlands. 1/2
