Indeed, there is even a Rush'kah for Ula'tek! She's a loa by every measure of the in-game narrative. Which makes the entire narrative trajectory for Zul'jan of course incoherent. But hey, God forbid 30 years of narrative consistency get in the way of the story you want to tell.
