The Concord Housing and Redevelopment Authority installed Minut Monitor sensors in tenants' homes, recording their movements and noise levels and threatened them with eviction if they refused. We're suing. We shouldn't have to choose between having a place to live and 24/7 government surveillance.

It's worth noting that this isn't a random number but a goal that would simply restore the court to an earlier norm in which there's one justice for each of the judicial circuits. We used to have nine, we now have thirteen. The people defending the current setup have the tougher case to make here.
