Secondo me questo è un titolo fuorviante (e da chi si fa vanto di prestare molta attenzione alle parole). La situazione non pare "al limite". 29 posti per 800 minori è MOLTO oltre il limite. Possono forse passare le espressioni "in crisi" e "molto oltre le loro capacità" riportate nell'articolo.
