No, he's just Benkei, only glossed differently (reverse exoticism? idk) It gets REALLY fun in FFXIV, because you have not only elements inspired by Welsh around (if nothing else, Limsa Lominsa) but also Doma exists, which is FF6 inspired... and specifically samurai fantasy. Just a lot of mashups.
