Ships are towns and cities at sea. They operate the same utilities and services and maintain the many capabilities needed to keep a community running. It's one of the reasons my Urban Concept can feature a Navy lead in conflict/security in cities. The wastewater/sewage hole on HMS Enterprise.

They should have this sorted by now. Which means there are serious stresses and shortages in sustainment capacity, likely owing to the unprogrammed nature of this campaign, as well as the increased op-tempo on this side of the Atlantic.
