Many analyses ignore significant displacement of typical economic activity accompanying megaevents. This report acknowledges displacement. Good! No big capital projects, however, are attributable to the Games. It is really a “no build Games.” How a study treats such capital is key to evaluating it.

While there is not a specific line item for funding the post-production incentive in the budget bill, the Legislature’s End-of-Session budget proposal does set aside $10 million of funding for it, should it be signed into law, per Assemblyman Nick Schultz, who authored the bill.

CA legislation creating a standalone tax incentive for post-production work — such as visual effects and scoring — has passed the Legislature and is headed to Gov. Gavin Newsom. The Assembly just concurred in Senate amendments to AB 2319 on a 65-2 vote.

I haven’t examined this specific issue, but such skepticism is what I advise for public officials elsewhere when they ask about their Olympic ambitions. A month-long sports event is never a good rationale for big infrastructure or equipment spending. Instead: what are *long-term* public priorities?
