Every time we hear "The homeless people didn't use the resources we offered," the next questions should be "What specific resources did you offer? Were they actually meant to be helpful to people you claim to want to help? Did you offer actual shelter? Did it accommodate couples? Pets? Wet or dry?"

When I was being asessed for ADHD/Autism, there were some math questions I was asked that I straight up refused to answer becuase I couldn't mentally calculate what was being asked of me, and I was unwilling to try. The assessor was kinda surprised.
